Timmons Group Develops HTML5-Based Mobile iPad Application for Geospatial Field Data Collection and Inspections

Timmons Group, a leader in geospatial consulting and application development, recently developed and released a field inspection and data collection mobile application for Prince William County, Virginia. The solution is tablet-enabled and allows Prince William field staff to realize significant return on investment (ROI) by using their iPad2 tablets to streamline their daily inspection workflows. Approximately one thousand stormwater management ponds needing recurring inspection are available via a GPS-enabled map interface. The application is intuitive, user-friendly and allows the field user to complete an inspection, set a recurring site visit date, and generate a reminder for the site visit on their personalized dashboard within a week of its re-inspection date.

The application bridges the gap between the office and the field by allowing citizen requests to be assigned to specific field users in real-time. It also allows users to work in an occasionally-connected or disconnected scenario where an internet connection is not available or limited. Inspection, site visit data, and associated geospatial field data (GPSd or digitized in the field) can be saved on the tablet if an internet connection is not available. That data can be edited, deleted, or uploaded when a connection is available. The application also has an in-office component that allows Prince William County Department of Gypsy Moth and Mosquito Control management to produce executive reports, graphs, charts, and real-time field summary data.

The field mobile solution is built using HTML5, JavaScript, and CSS3 and is hosted in the cloud. The HTML5-based solution provides Prince William Countys Department of Gypsy Moth and Mosquito Control the flexibility to manage their application centrally without having to deploy to separate app stores. Field data is collected and stored in the cloud and can be downloaded, edited, and viewed in the Countys enterprise GIS at any time.

“With our old data collection system each field tech would spend about 7 hours a week doing data entry, said Tim McGonegal M.S., Branch Chief, Department of Gypsy Moth and Mosquito Control with Prince William County Public Works. This new system gives our technicians the ability to stay in the field for 7 hours doing mosquito control instead of data entry. This not only provides better service to our County citizens, but has also increased staff morale, as our field crews prefer working outdoors instead of in the office entering data.
